SYNOPSIS
Requires State to replace incandescent light bulbs with compact fluorescent light bulbs; requires BPU to educate public on benefits of compact fluorescent light bulbs.

An Act concerning compact fluorescent light bulbs and supplementing Title 52 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. Within three years after the date of enactment of this act, notwithstanding the provisions of any other law to the contrary, the Director of the Division of Purchase and Property in the Department of the Treasury, the Director of the Division of Property Management and Construction in the Department of the Treasury, 1[and] or1 any State agency having authority to contract for the purchase of goods or services, 1as appropriate,1 shall, whenever possible, replace all incandescent light bulbs used in 1[State]1 buildings 1owned by the State1 with compact fluorescent light bulbs.
b. Commencing three years after the date of enactment of this act, notwithstanding the provisions of any other law to the contrary, the Director of the Division of Purchase and Property in the Department of the Treasury, the Director of the Division of Property Management and Construction in the Department of the Treasury, 1[and] or1 any State agency having authority to contract for the purchase of goods or services, 1as appropriate,1 shall purchase compact fluorescent light bulbs for use in 1[State]1 buildings 1owned by the State1 to the maximum extent practicable.
2. Within 30 days after the date of enactment of this act, the Board of Public Utilities shall undertake a public education and awareness campaign to inform businesses and homeowners of the benefits of using compact fluorescent light bulbs. In conducting this public education and awareness campaign, the board shall utilize both electronic and print media and any other methods deemed appropriate.
3. This act shall take effect immediately.
