An Act concerning voluntary contributions through gross income tax returns to support the New Jersey Veterans Haven vocational and transitional housing program, supplementing chapter 9 of Title 54A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. There is established in the Department of the Treasury a special fund to be known as the “New Jersey Veterans Haven Support Fund.”
b. Each taxpayer shall have the opportunity to indicate on the taxpayer’s New Jersey gross income tax return that a portion of the taxpayer’s tax refund or an enclosed contribution shall be deposited in the special fund.
c. Any costs incurred by the Division of Taxation for collection or administration attributable to this act may be deducted from receipts collected pursuant to this act, as determined by the Director of the Division of Budget and Accounting in the Department of the Treasury. The State Treasurer shall deposit net contributions collected pursuant to this section to the “New Jersey Veterans Haven Support Fund.”
d. The Legislature shall annually appropriate all funds deposited in the “New Jersey Veterans Haven Support Fund” to the Department of Military and Veterans Affairs to support the vocational and transitional housing program at the New Jersey Veterans Haven facility.
2. This act shall take effect immediately and apply to taxable years beginning on or after January 1 following enactment.
This bill establishes the “New Jersey Veterans Haven Support Fund” and provides for a designation on the State gross income tax return that will permit taxpayers to make voluntary contributions to the fund to support the efforts and initiatives of Veterans Haven.
Veterans Haven is a State operated transitional housing facility dedicated to providing psychological, social, and vocational rehabilitation to displaced veterans. In addition to providing veterans with a safe, secure, and supportive environment, the facility offers its residents access to the staff and the resources necessary to progress through the three phases of its addiction free program. Although each program is tailored to accommodate individual needs and vocational interests, all participants are guided through the three phases of treatment, self-reclamation, and community reintegration.
Veterans Haven aims to return veterans to their communities equipped with the vocational training and life skills necessary to achieve and maintain self-sufficiency. Since its inception in 1996, the 54 bed facility has impacted the lives of more than 625 homeless veterans. During the last decade, the program has increased its success rate, returning 72 percent of its participants back into society fully employed, living on their own, and free of substance abuse.
The bill also provides that any costs incurred for collection or administration may be deducted from the receipts collected. Net contributions from this fund will be appropriated for the New Jersey Veterans Haven program.
