SYNOPSIS

     Prohibits payment of public employee bonuses not directly contingent upon achieving certain performance goals.

An Act prohibiting the payment of certain bonuses to public employees and supplementing Title 11A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  No State or local government officer or employee whose compensation is paid with, or out of, public funds shall be paid any bonus which is not directly contingent upon the employee’s achievement of specifically defined performance goals.

     The provisions of this section shall not be construed as affecting the provisions of any employment contract or collective bargaining agreement in effect on the effective date of this act.

 

     2. This act shall take effect immediately.

 

 

STATEMENT

 

     This bill provides that no State or local government officer or employee whose compensation is paid with, or out of, public funds will be paid any bonus which is not directly contingent upon the employee’s achievement of specifically defined performance goals. The bill’s provisions will not be construed as affecting the provisions of any employment contract or collective bargaining agreement in effect on the bill’s effective date.
