SYNOPSIS

     Makes FY 2015 supplemental appropriation to DOH for $7,453,000 for family planning services.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2015 and regulating the disbursement thereof," approved June 30, 2014 (P.L.2014, c.14).

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.    In addition to the amounts appropriated under P.L.2014, c.14, there is appropriated out of the General Fund the following sum for the purpose specified:

Of the funds hereinabove appropriated for Family Planning Services, no monies shall be expended on abortion procedures.

 

     2.    This act shall take effect immediately.

 

STATEMENT

 

     This bill supplements the Fiscal Year 2015 Annual Appropriations Act in providing $7,453,000 from the General Fund for Family Planning Services grants, through the Department of Health.  Appropriations for these grants were eliminated in Fiscal Year 2011, and have not been reinstated since that time.  The elimination of this funding resulted in both the closing of centers that provide family planning services and a reduction in the availability of such services, as the remaining sources of federal and private funding for the family planning centers were insufficient to maintain existing services.

     This bill would restore State funding for family planning centers to previous levels, thereby increasing the availability of family planning services.  The bill would also improve family planning centers’ abilities to compete for additional federal Title X family planning grants, which fund no less than 90 percent of grant recipients’ approved project costs and require a non-federal match of no more than 10 percent. 

     The bill specifies that the funding may not be used for abortion procedures.
