2:4i. of the Code allow
legislators and their law firms to represent local governmental entities before State agencies as
long as the agency is not in the legislative branch of State government and the State is not
an adverse party. Since this question concerns a proceeding before an executive branch
agency in the Department of Community Affairs, and the adverse party in the proceeding is a private builder
and not the State, representation of the local governmental entity is authorized.
