purposes of the Law and the Code. Section 3:3 of the Code is more restrictive than N.J.S.A.
52:13D-16a.
with regard to representation by special State officers or employees. Part-time legislative employees are prohibited
from representing any party other than the State in connection with any matter pending before the Legislature
or an agency, commission or committee in the legislative branch of State government. The SCI is a commission
in the legislative branch and therefore the representation is prohibited.
