The Joint Committee has determined that a full-time legislative aide is a "State officer or employee" for purposes of the New Jersey Conflicts of Interest Law and the Legislative Code of Ethics. The Joint Committee has also determined that a full-time legislative aide does not generally have responsibility for matters affecting casino activity and is not a full-time professional employee of the Legislature. There is no other classification included within the definition of "person" which could encompass a full-time legislative aide. Therefore, since a full-time aide is not a "person" as that term is defined in N.J.S.A. 52:13D-17.2a., GN would not be subject to the two-year casino post-employment restrictions in N.J.S.A. 52:13D-17.2c.
