SYNOPSIS

    Eliminates the industrial arts endorsement to the instructional certificate for public school teachers and replaces it with a technology education endorsement.

An Act concerning teacher certification and supplementing chapter 26 of Title 18A of the New Jersey Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. The State Board of Education shall authorize a technology education endorsement to the instructional certificate. The endorsement shall authorize the holder to teach technology education in all public schools. Technology education normally includes content as outlined in “Standards for Technological Literacy: Content for the Study of Technology” published by the International Technology Education Association.

    b. As of the effective date of this act, the State board shall no longer issue an endorsement for industrial arts.

    c. Persons holding an endorsement for industrial arts on the effective date of this act:

    (1) shall not be required to hold a technology education endorsement in order to teach subjects covered by the technology education endorsement in a public school district; and

    (2) shall be issued a technology education endorsement upon passing the Educational Testing Service Praxis test in technology education or any other test of subject matter knowledge designated by the State board.

 

    2. The State Board of Education shall promulgate rules pursuant to the “Administrative Procedure Act,” P.L.1968, c.410 (C.52:14B-1 et seq.), necessary to effectuate the provisions of this act.

 

    3. This act shall take effect immediately.

 

 

STATEMENT

 

    This bill changes the name of the "industrial arts" endorsement to the instructional certificate for public school teachers to the "technology education" endorsement. The endorsement allows the holder to teach content as outlined in “Standards for Technological Literacy: Content for the Study of Technology” published by the International Technology Education Association.

    The bill provides that as of the effective date of the bill, the State Board of Education will no longer issue an endorsement for industrial arts. However, a person holding an endorsement for industrial arts when the bill becomes effective will not be required to hold the technology education endorsement in order to teach subjects covered by that endorsement. In addition, a person holding an endorsement for industrial arts will be able to obtain the technology education endorsement upon passing the Educational Testing Service Praxis test in technology education or any other test of subject matter knowledge designated by the State board.
