     Requires DOT to issue guidance on certain aspects of red light camera pilot program.

An Act requiring DOT to issue guidance concerning the traffic control signal monitoring system.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The Commissioner of Transportation shall issue guidance concerning the implementation of the traffic control signal monitoring system pilot program authorized pursuant to P.L.2007, c.348 (C.39:4-8.12 et seq.).  Such guidance shall include, but need not be limited to: a description of the traffic control signal monitoring system program; an explanation of how violations are identified and reviewed by law enforcement and how summons are issued; and a list of all violations of Title 39 of the Revised Statutes for which a summons may be issued if identified by a traffic control signal monitoring system.  The commissioner shall post this guidance on the Department of Transportation’s website and distribute it in all municipalities participating in the traffic control signal monitoring pilot program.

 

     2.    This act shall take effect on the first day of the third month next following enactment.

 

 

STATEMENT

 

     This bill requires the Commissioner of Transportation to issue guidance concerning the implementation of the traffic control signal monitoring (“red light camera”) pilot program.  The guidance is to include: a description of the red light camera pilot program; an explanation of how violations are identified and reviewed by law enforcement and how summons are issued; and a list of all motor vehicle violations for which a summons may be issued if identified by a red light camera.  The commissioner shall post this guidance on the Department of Transportation’s website and distribute it in all municipalities participating in the traffic control signal monitoring pilot program.
