SYNOPSIS

     Requires Commissioner of Education to develop and implement Spanish-language version of English Language Arts/Literacy section of assessments developed by Partnership for Assessment of Readiness for College and Careers.

An Act concerning the administration of certain standardized assessments and supplementing chapter 7C of Title 18A of the New Jersey Statutes.   

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  As used in this section, “PARCC assessment” means the assessments developed by the consortium of states known as the Partnership for Assessment of Readiness for College and Careers. 

     b.  By September 1, 2018, the Commissioner of Education shall develop and implement a Spanish-language version of the English Language Arts/Literacy section of the PARCC assessment.  The commissioner shall issue guidelines regarding a student’s eligibility to take the test developed pursuant to this subsection instead of the English-language version.   

 

     2.  This act shall take effect immediately. 

 

 

STATEMENT

 

     This bill directs the Commissioner of Education, by September 1, 2018, to develop and implement a Spanish-language version of the English Language Arts/Literacy section of the PARCC assessment.  The bill also requires the commissioner to issue guidelines regarding a student’s eligibility to take the Spanish-language version of the test instead of the English-language version.
