     Establishes public-private pilot program for level 3 electric vehicle charging stations.

An Act establishing an electric vehicle charging station pilot program and supplementing Title 27 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.   The Department of Transportation, in consultation with the Department of Environmental Protection, the New Jersey Turnpike Authority, and the South Jersey Transportation Authority, shall promulgate guidelines for the creation of a level 3 electric vehicle charging station pilot program, for use by government-owned or privately-owned vehicles. 

     b.    The Department of Transportation shall work with electric and gas public utilities and private fuel station vendors to offer level 3 charging at public, private, and government-owned or operated fueling stations, within 18 months after the date of enactment of this act.  The department may enter into an agreement with one or more public utilities or private entities for that purpose. 

     c.     The pilot program shall include at least one level 3 electric vehicle charging station located in each of the northern, central and southern regions of the State along the New Jersey Turnpike.

     d.    As used in this section:

     “Level 3 charging” means an offboard charging system providing a 480 volt alternate current to a plug-in electric vehicle in a three-phase circuit.

     “Level 3 electric vehicle charging station” means a public or private electric recharging point complete with electric vehicle supply equipment that is capable of providing level 3 charging for plug-in electric vehicles.

     “Plug-in electric vehicle” means an on-road motor vehicle that uses a battery to store the electrical energy to power the vehicle’s motor and is charged or recharged from an external source of electricity by plugging the vehicle into an electric power source, such as a level 3 electric vehicle charging station.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would establish a public-private pilot program for level 3 electric vehicle charging stations.

     The bill would require the Department of Transportation (DOT), in consultation with the Department of Environmental Protection, the New Jersey Turnpike Authority, and the South Jersey Transportation Authority, to promulgate guidelines for the creation of a level 3 electric vehicle charging station pilot program, for use by government-owned or privately-owned vehicles. 

     The DOT would work with electric and gas public utilities and private fuel station vendors to offer level 3 charging at public, private, and government-owned or operated fueling stations, within 18 months after the date of enactment of this bill into law.           The pilot program would include at least one level 3 electric vehicle charging station located in each of the northern, central and southern regions of the State along the New Jersey Turnpike.  “Level 3 charging” is defined in the bill as an offboard charging system providing a 480 volt alternate current to a plug-in electric vehicle in a three-phase circuit.
