     Requiring OIT to conduct study on deployment and impact of fifth generation wireless telecommunications technology in State.

An Act requiring the Office of Information Technology to conduct a study on the deployment and impact of fifth generation wireless telecommunications technology in New Jersey.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.         The Chief Technology Officer of the Office of Information Technology shall conduct a study on the deployment and impact of fifth generation (5G) wireless telecommunications technology in this State, and shall prepare and submit a written report, within one year of the effective date of this act, to the Governor, and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), to the Legislature, which shall include, but not be limited to, the following:

     (1)   the cost of the deployment of 5G wireless telecommunications infrastructure;

     (2)   the effect of 5G wireless telecommunications infrastructure installation on municipal zoning law;

     (3)   cybersecurity threats concerning 5G wireless telecommunications technology;

     (4)   any health concerns that may arise concerning 5G wireless telecommunications technology; and

     (5)   any environmental impacts of the deployment of 5G telecommunications technology and infrastructure.

     b.    The Chief Technology Officer may consult with experts in wireless telecommunications technology, network speed and capacity, and cybersecurity when conducting the study and evaluating the resulting data.

 

     2.    This act shall take effect immediately and shall expire upon the submission of the written report required pursuant to section 1 of this act.

 

 

STATEMENT

 

     This bill requires the Chief Technology Officer (CTO) in the Office of Information Technology to conduct a study on the deployment and impact of fifth generation (5G) wireless telecommunications technology in this State. The CTO is to prepare and submit a written report, within one year of the effective date of the bill, to the Governor and the Legislature, which is to include, but not be limited to, the following:

     1)    the cost of the deployment of 5G wireless telecommunications infrastructure;

     2)    the effect of 5G wireless telecommunications infrastructure installation on municipal zoning law;

     3)    cybersecurity threats concerning 5G wireless telecommunications technology;

     4)    any health concerns that may arise concerning 5G wireless telecommunications technology; and

     5)    any environmental impacts of the deployment of 5G wireless telecommunications technology and infrastructure.

     The CTO may consult with experts in wireless telecommunications technology, network speed and capacity, and cybersecurity when conducting the study and evaluating the resulting data.
