SENATE, No. 607

The Senate Environment and Energy Committee favorably reports Senate Bill No. 607.
This bill would exempt a solar energy system from:
(1) any fee or charge required in order to secure a construction permit or receive a plan review for the installation or alteration of the system in any building or part thereof; and
(2) any fee, including any surcharge or training fee, imposed by any department or agency of the State government for the installation or alteration of a solar energy system.
The bill defines “solar energy system” as a solar energy system which is certified as eligible for an exemption from property taxation as a renewable energy system by a local enforcing agency pursuant to P.L.2008, c.90 (the law granting certified renewable energy systems a property tax exemption).
This bill was pre-filed for introduction in the 2018-2019 session pending technical review. As reported, the bill includes the changes required by technical review, which has been performed.
