with Assembly Floor Amendments

(Proposed by Assemblywoman LAMPITT)

      The floor amendments:

·         Clarify references to the two types of Commissioner of Education approved educator preparation programs: the certificate of eligibility with advanced standing (CEAS) educator preparation program, which is a program provided by an accredited higher education institution; and the certificate of eligibility (CE) educator preparation program, which is provided to those seeking certification through the alternate route;

·         Require persons seeking certification to complete a course or training, rather than a program, that includes the topics set forth in the bill;

·         Provide that the requirements under the bill would become effective in the same school year, 2020-2021, for all persons seeking certification; and

·         Delete a provision giving the State Board of Education the authority to establish requirements for the program for teacher candidates and instead require all teacher preparation programs to be revised to implement the requirements of the bill and be submitted to the commissioner for approval.
