· The Office of Legislative Services (OLS) cannot determine the annual increase in State costs associated with requiring school bus drivers to retake the school bus endorsement knowledge test each time the school bus driver applies to renew the driver’s commercial driver’s license. It is possible that any annual increase in State costs may be mitigated by the New Jersey Motor Vehicle Commission (MVC) by increasing the cost of the license or renewal fee.
BILL DESCRIPTION
This bill requires school bus drivers to retake the school bus endorsement knowledge test each time the school bus driver applies to the MVC to renew the driver’s commercial driver’s license.

The OLS cannot determine the annual net increase in State costs for requiring school bus drivers to retake the school bus endorsement knowledge test each time the driver applies to the MVC to renew the driver’s commercial driver’s license. The OLS does not have information indicating the costs incurred by the MVC to administer the school bus endorsement knowledge test. Currently, the MVC indicates that the cost of a four-year commercial driver’s license for a school bus driver, with all the appropriate endorsements, is $46.00.
Pursuant to N.J.S.A.39:2A-36.1, the MVC is authorized to increase the fees collected pursuant to N.J.S.A.39:3-10.30, which concerns the fees for issuance and renewal of commercial driver’s licenses and endorsements thereon. It is possible that any increased State costs resulting from the bill could be mitigated by an increase in the fees imposed by the MVC for the renewal of the school bus passenger endorsement.
