STATEMENT

This bill requires each school district to develop and implement a policy requiring all students to carry a school identification (ID) card issued by the district while the student is at any school-sponsored, off-campus activity including field trips or interscholastic sports programs.

Under the bill, the Commissioner of Education will develop guidelines concerning the information to be included on the ID card.  At a minimum, the information will include the student’s name, an up-to-date photograph, and the current school year.

The bill also requires each school district to develop and implement a policy requiring a list to be compiled of the names of students being transported by a school bus to a school-sponsored activity including, but not limited to, field trips or interscholastic sports programs.  A separate list of students will be kept for each school bus used for transportation to the school-sponsored activity, and the list will be submitted to the school principal or his designee and maintained for use in the case of an emergency.
