The Senate Transportation Committee reports favorably and with committee amendments Senate Bill No. 3138.
As amended and reported, this bill clarifies that the driver’s license, non-driver identification card, or motor vehicle registration certificate of any active duty member of the Armed Forces of the United States, and any person in the member’s immediate family, is to remain valid beyond the expiration date until the earlier of the following dates: (1) 90 days after the date for which active duty service is scheduled to end, as provided on documentation issued by a branch of the Armed Forces of the United States; or (2) 90 days after the person’s return to the State.
The committee amended the bill to clarify that the extension of a motor vehicle registration certificate issued to an active duty member of the Armed Forces of the United States, or the member’s immediate family, applies to passenger automobiles that are not new passenger automobiles. The committee also amended the bill to provide that the 90 day period after which a driver’s license, non-driver identification card, or registration certificate expires under the bill end on the earlier of the following dates: (1) 90 days after the date for which active duty service is scheduled to end, as provided on documentation issued by a branch of the Armed Forces of the United States; or (2) 90 days after the person’s return to the State. The committee amended the bill to allow the Chief Administrator of the New Jersey Motor Vehicle Commission to adopt temporary rules and regulations as the chief administrator determines to be necessary to effectuate the purposes of the bill and 180 days thereafter amend, adopt, or readopt the rules and regulations in accordance with the requirements of the "Administrative Procedure Act.” The committee amendments make a grammatical change to the title of the bill.
