STATEMENT TO

SENATE COMMITTEE SUBSTITUTE FOR

SENATE, Nos. 3939 and 3944

with Senate Floor Amendments

(Proposed by Senator SMITH)

ADOPTED: DECEMBER 16, 2019

      This floor amendment:

      (1)     provides that the Governor would appoint the public members of the Recycling Market Development Council and the council's chair and vice-chair, instead of the Commissioner of Environmental Protection;

      (2)     stipulates that the Governor's appointments are to be made within 60 days after the effective date of the act; and

      (3)     gives the council one year to issue its final report, rather than 6 months.
