      The Assembly Community Development and Affairs Committee reports favorably and with committee amendments Assembly Bill No. 3871.

      As amended, this bill requires a person prior to taking an examination for any permit, a person shall watch a video created by the commission, in conjunction with the Attorney General, explaining the rights and responsibilities of a driver stopped by a law enforcement officer.  The video shall be used for informational purposes only and shall not be used in any criminal proceeding involving a driver stopped by a law enforcement officer.  Under the bill, the video is to explain the rights and responsibilities of a driver stopped by a law enforcement officer. 

 

COMMITTEE AMENDMENTS:

      The committee amendments would provide that the video explaining the rights and responsibilities of a driver stopped by a law enforcement officer is to be used for informational purposes only and is not to be used in any criminal proceeding involving a driver stopped by a law enforcement officer.  The committee amendments also clarify that a person is required to watch the video prior to taking an examination for any permit.
