      The Assembly Education Committee reports favorably Assembly Bill No. 4227 with committee amendments.

      As amended, this bill provides that individuals attending school-sponsored graduation exercises between July 1, 2020 and August 31, 2020, who have graduated from the school in the immediately preceding school year will, for purposes of any insurance coverages afforded the school’s registered and enrolled student population beginning July 1, 2020, be considered included in the enrolled and registered student population while attending the graduation exercises.

      This bill is intended to ensure insurance coverage for those individuals who graduated in the immediately preceding school year and are attending graduation ceremonies during July and August 2020.  Generally, these students would not be included under a school’s insurance policies after June 30, 2020. 

      On May 26, 2020, the Governor announced that modified in-person graduation ceremonies could be held by school districts, charter schools, renaissance school projects, and nonpublic schools beginning July 6, 2020.  Restrictions on in-person graduation ceremonies were previously in place in response to the COVID-19 pandemic. 

 

COMMITTEE AMENDMENTS:

      The committee amended the bill to extend the insurance coverage provided under the bill to graduation exercises that are held by August 31, 2020.  The bill in its original form only extended the insurance coverage to graduation exercises held between July 1, 2020 and July 31, 2020.
