      The Assembly Commerce and Economic Development Committee reports favorably Assembly Bill No. 4804.

      This bill would establish a process to enable minors to obtain working papers during a state of emergency or public health emergency without requiring the minor to be physically present before the issuing officer.  Under the bill, the current requirement for a minor to be physically present would be relaxed during a declared emergency by allowing for the use of audio-visual technology.  The bill would require a school district to develop a process for documentation to be transferred electronically, and for a live video conference to be conducted.  Under the bill, if a state of emergency does not apply to the entire State, a minor would be covered by the bill’s provisions if the minor resides in the area that is subject to the state of emergency.
