      The Assembly Transportation and Independent Authorities Committee reports favorably and with committee amendments Assembly Bill No. 4872.

      As amended and reported, this bill requires the New Jersey Transit Corporation (NJ Transit) to ensure that paratransit staff and paratransit staff of subcontractors are paid “time-and-a-half” for work performed during a state of emergency declared by the Governor.

COMMITTEE AMENDMENTS

      The committee amendments provide that the bill is to apply to NJ Transit’s paratransit staff and the paratransit staff of subcontractors rather than all of NJ Transit’s support staff and subcontractors.  The amendments define “paratransit staff” and specifically add “drivers” and “attendants” to the definition.  “Paratransit staff” is also defined so that it includes only workers connected to the provision of complementary paratransit service independent of local fixed bus routes under the federal Americans with Disabilities Act.
