      The Assembly Budget Committee reports favorably Assembly Bill No. 5871.

      This bill makes FY 2021 State supplemental appropriations totaling $114,762,000, of which $100,319,000 is appropriated from the General Fund and $14,443,000 is appropriated from the Property Tax Relief Fund.

      Under the bill, the FY 2021 State supplemental appropriations totaling $114,762,000 include:

 

-         $3.4 million for the Department of Corrections due to delays in the transfer of inmates to State correctional facilities as a result of the COVID-19 pandemic;

-         $53.7 million for the Department of Health to cover lower than anticipated revenue from the HMO Assessment;

-         $10.0 million for the Department of Health to fund Federally Qualified Health Centers;

-         $7.3 million to the Department of Human Services to cover an increase in the per diem rates at County Psychiatric Hospitals, an increase in the rates at State Psychiatric Hospitals, and prior year billings;

-         $8.0 million to the Department of Human Services to cover increased burial and emergency assistance costs;

-         $1.6 million to the Department of Law and Public Safety for the Safe and Secure Neighborhoods Program to offset lower than projected revenue from fines and penalties;

-         $5.0 million to the Department of Law and Public Safety to bolster purses at New Jersey’s Thoroughbred and Standardbred tracks;

-         $262,000 to the Department of State for the Library Network to offset a one-time reduction of a federal grant award;

-         $20.0 million to the Department of State to support the required provisions of the Early Voting Law (P.L.2021, c.40); and

-         $5.5 million to the Department of Transportation for Ferry Terminal Support – South Amboy.
