BILL DESCRIPTION
This bill ends the requirement set forth in permanent statutes that the State purchase each year 2,000 copies of the “Manual of the Legislature of New Jersey” for the Legislature, 1,000 copies for distribution to public schools, and one copy for each of the public libraries and historical societies in this State.

The OLS notes that this bill may potentially reduce annual State expenditures by up to $70,000. The precise magnitude of any expenditure reduction would depend on the extent to which the bill’s removal of the purchase requirement in favor of a purchase option would decrease purchases by the State of the “Manual of the Legislature of New Jersey.”
Permanent statutes currently require the purchase by the State of a certain number of manuals for the Legislature, public schools, public libraries and historical societies. However, transaction data in the State accounting system from FY 2015 onward suggest that the State has not bought copies of the manual on behalf of public schools, public libraries and historical societies since at least FY 2015. Therefore, in effect, this bill will have no fiscal impact on the Department of Education, Department of State, school districts, and public libraries.
The Legislature, in contrast, expended between $45,000 and $64,000 per year on copies of the manual between FY 2017 and FY 2021. Accordingly, if the bill prompted the Legislature to cease purchases of the manual, its expenditures would fall by up to $70,000 per fiscal year.
