SENATE COMMITTEE SUBSTITUTE FOR

SENATE, No. 1

 

with Senate Floor Amendments

      These Senate floor amendments require that:

·         the initial term of office for the two new public members of the Local Unit Alignment, Reorganization, and Consolidation Commission (LUARCC) required by the bill to be appointed by the Governor shall be five years;

·         in the case of the sharing of services relating to fire services or police services, LUARCC must incorporate into LUARCC’s study certain independent analysis produced by a collective bargaining unit that represents the fire or police personnel who would be affected by the proposed shared service.  The independent analysis is to focus on the impact that the shared service would have on the health and safety of the collective bargaining unit’s members; and

·         LUARCC is to first focus its studies on local units that neither participate in a shared service agreement nor have undertaken independent shared service studies or negotiations before it studies any local units that participate in a shared service agreement.
