· The Office of Legislative Services (OLS) concludes that this bill will result in an indeterminate revenue loss to public institutions of higher education to the extent that non-resident dependent children of United States military personnel, who attended high school in New Jersey for a minimum of three years and who are currently charged the non-resident tuition rate, would be charged the resident tuition rate as a result of this bill.
BILL DESCRIPTION
This bill provides that the dependent child of United
States military personnel who attended high school in New Jersey for a minimum
of three years is eligible for the resident tuition rate at public institutions
of higher education regardless of where the dependent child resides upon
enrollment in the institution. Under current State law, any member of the
United States military stationed in the State, as well as the member’s
dependents, is eligible for the resident tuition rate at public institutions of
higher education.

The OLS concludes that this bill will result in an indeterminate revenue loss to public institutions of higher education. Public institutions of higher education will experience revenue losses to the extent that non-resident dependent children of United States military personnel, who attended high school in New Jersey for a minimum of three years and who are currently charged the non-resident tuition rate, would be charged the resident tuition rate as a result of this bill. The OLS has insufficient information to determine the number of students who would qualify for the resident tuition rate as a result of the enactment of this bill.
The OLS notes that the average annual full-time, in-district tuition rate at the county colleges was $4,209 in the 2019-2020 academic year and the average annual full-time, in-State tuition rate at the county colleges was $6,355. The average annual full-time, out-of-State tuition rate at those institutions was $8,161. The average annual full-time, in-State tuition rate for undergraduates at the senior public institutions of higher education in the 2019-2020 academic year was $11,715. Meanwhile, the out-of-State tuition rate was $21,394.
