ASSEMBLY APPROPRIATIONS COMMITTEE

STATEMENT TO

SENATE, No. 275

STATE OF NEW JERSEY

DATED:  OCTOBER 26, 2020

The Assembly Appropriations Committee reports favorably Senate Bill No. 275.

P.L.1985, c.231 (C.18A:62-4.1) provides that any member of the United States military stationed in the State, as well as his dependents, are eligible for resident tuition rates at public institutions of higher education.  This bill extends that provision to the dependent child of United States military personnel who attended high school in New Jersey for a minimum of three years, regardless of where the dependent child resides upon enrollment in the institution.

As reported by the committee, Senate Bill No. 275 is identical to Assembly Bill No. 2142, which also was reported by the committee on this date.

FISCAL IMPACT:

The Office of Legislative Services concludes that this bill will result in an indeterminate revenue loss to public institutions of higher education to the extent that non-resident dependent children of United States military personnel, who attended high school in New Jersey for a minimum of three years and who are currently charged the non-resident tuition rate, would be charged the resident tuition rate as a result of this bill.
