      The Senate Transportation Committee reports favorably Senate Bill No. 324.

      As reported, this bill allows operators of motor vehicles to provide proof of motor vehicle registration electronically upon the Chief Administrator of the New Jersey Motor Vehicle Commission promulgating rules and regulations concerning the issuance, design, and content of the electronic registration certificates.  The rules and regulations are to contain provisions designed to deter and detect counterfeit or fraudulent registration certificates and provide for an electronic form for the display of registration certificates.

      Under current law, an operator of a motor vehicle who is asked to provide proof of registration is to display to a police officer or judge a registration certificate only in traditional, paper form.  This bill provides that a registration certificate may be displayed or provided in either paper or electronic form.

      This bill was pre-filed for introduction in the 2020-2021 session pending technical review.  As reported, the bill includes the changes required by technical review, which has been performed.
