·         The Office of Legislative Services (OLS) finds that the bill will result in a marginal, indeterminate amount of increased expenditures for the New Jersey Motor Vehicle Commission (MVC) for one-time cost increases.  Current law provides for an automatic extension of the driver’s license, identification card, and motor vehicle registration for members of the Armed Forces of the United States on active duty and their family members.  This bill changes the time period for the extension of the driver’s license, identification card, and motor vehicle registration, which will likely result in some administrative costs for the MVC.

 

 

BILL DESCRIPTION

 

      This bill clarifies that the driver’s license, non-driver identification card, or motor vehicle registration certificate of any active duty member of the Armed Forces of the United States, and any person in the member’s immediate family, is to remain valid beyond the expiration date until the earlier of the following dates: (1) 90 days after the date for which active duty service is scheduled to end, as provided on documentation issued by a branch of the Armed Forces of the United States; or (2) 90 days after the person’s return to the State.

      The OLS finds that the bill will result in a marginal, indeterminate amount of increased expenditures for the MVC for one-time increased costs.  Current law provides for the automatic extension of the driver’s license, non-driver identification card, and motor vehicle registration for members of the United States Armed Forces on active duty, including members of their immediate family, for a period of 90 days upon demobilization or return from duty.  This bill changes that time period so that the driver’s license, non-driver identification card, and motor vehicle registration remain valid beyond the expiration date until the earlier of the following dates: (1) 90 days after the date for which active duty service is scheduled to end; or (2) 90 days after the person’s return to the State.  In either case, once that time period expires, the person is required to pay to renew the driver’s license, non-driver identification card, or motor vehicle registration.

      In order to utilize this extension, the MVC requires a person on active military duty to obtain a Deployed Military Administrative Order from the MVC, which is then required to be carried at all times while operating a motor vehicle so that it may be presented to law enforcement officers as necessary.  It is likely that the MVC will need to update the Deployed Military Administrative Order, resulting in marginal, one-time administrative costs for the MVC.
