SYNOPSIS
Makes FY 2020 supplemental appropriation of $10 million for healthcare and residential facility sanitation due to coronavirus disease 2019 outbreak.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2020 and regulating the disbursement thereof," approved June 30, 2019 (P.L.2019, c.150).
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.2019, c.150, there is appropriated out of the General Fund the following sum for the purpose specified:

The amount herein appropriated for Health Care and Residential Facility Sanitation shall be used to provide financial assistance to certain health care and residential facilities in meeting the sanitation demands imposed by the coronavirus disease 2019, also known as COVID-19, outbreak. These facilities shall be limited to: nursing homes; long-term care facilities; Program of All-inclusive Care for the Elderly, or PACE, facilities; federally qualified health centers; urgent care facilities; retirement centers; senior centers; intermediate care facilities; State developmental centers; group homes for individuals with medical needs; State psychiatric hospitals; post-acute rehabilitation centers; medical day care centers; residential schools for children with complex medical needs; group homes for individuals with mental health, substance use, or behavioral health conditions; and homeless shelters. No later than five days following the effective date of P.L. , c. (pending before the Legislature as this bill), the Director of the Division of Budget and Accounting, in collaboration with Commissioners of Health, Human Services, Children and Families, and Community Affairs, shall determine the methodology for allocation of the funds across the applicable facilities. No later than 10 days following the effective date of P.L. , c. (pending before the Legislature as this bill), the Director of the Division of Budget and Accounting shall transfer such funds to the applicable departments and divisions for distribution to the facilities.
2. This act shall take effect immediately.
STATEMENT
This bill makes an FY 2020 supplemental appropriation of $10 million for health care and residential facility sanitation due to the coronavirus disease 2019 outbreak.
Under the bill, the $10 million application is to be used to provide financial assistance to certain health care and residential facilities in meeting the sanitation demands imposed by the coronavirus disease 2019, also known as COVID-19, outbreak. These facilities are limited to: nursing homes; long-term care facilities; Program of All-inclusive Care for the Elderly, or PACE, facilities; federally qualified health centers; urgent care facilities; retirement centers; senior centers; intermediate care facilities; State developmental centers; group homes for individuals with medical needs; State psychiatric hospitals; post-acute rehabilitation centers; medical day care centers; residential schools for children with complex medical needs; group homes for individuals with mental health, substance use, or behavioral health conditions; and homeless shelters.

COVID-19 is a respiratory disease caused by a novel coronavirus that was first detected in China and which has now been detected in 60 locations internationally, including in the United States. Reported illnesses have ranged from mild to severe, including illness resulting in death. According to the federal Centers for Disease Control and Prevention, it is likely that at some point, widespread transmission of COVID-19 in the United States will occur. On March 11, 2020, the World Health Organization declared the coronavirus outbreak a pandemic.
