with Senate Floor Amendments

      These floor amendments direct the Department of Education to establish a five-year pilot program for the issuance of limited certificates of eligibility with advanced standing and limited certificates of eligibility.  The floor amendments also require that the State Board of Education will authorize the issuance of limited certificates of eligibility with advanced standing and limited certificates of eligibility within three months of the date of enactment rather than six months.  Lastly, the floor amendments require that an individual who is issued a limited certificate of eligibility with advanced standing or a limited certificate of eligibility and is teaching under a provisional instructional certificate be issued a standard instructional certificate upon receipt of at least two summative evaluation ratings of effective or highly effective earned within three consecutive years of teaching.
