SENATE ENVIRONMENT AND ENERGY COMMITTEE

STATEMENT TO

SENATE, No. 2846

STATE OF NEW JERSEY

DATED:  JANUARY 21, 2021

The Senate Environment and Energy Committee favorably reports Senate Bill No. 2846.

This bill would require any State agency that seeks to purchase an item requiring the use of a power source, including but not limited to motor vehicles, material and cargo-handling equipment such as forklifts, harbor craft, generators, power systems, portable floodlights, microgrids, and telecommunications equipment, to include in the agency’s request for proposals provisions that allow for the consideration of items that are powered by fuel cells.  The bill would apply to principal departments in the Executive Branch of the State Government, and any division, board, bureau, office, commission, or other instrumentality within or created by a department, as well as any independent State authority, commission, instrumentality, or agency which is authorized by law to award contracts.

This bill, as reported by the committee, is identical to Assembly Bill No. 740, which was also reported by the committee.
