      The Senate Health, Human Services and Senior Citizens Committee reports favorably and with committee amendments Senate Bill No. 3065.

      As amended by the committee, this bill permits sterile syringe access programs and their consumers to exchange syringes and other related supplies, as determined by the Commissioner of Health, via postal mail.  The exchange of syringes and other supplies by postal mail will be authorized to the extent permitted under federal law, and will be subject to the requirements of federal law that otherwise apply to the shipment of syringes and other supplies using the postal mail.

 

COMMITTEE AMENDMENTS:

      The committee amendments clarify that the bill will apply to the extent permitted under federal law, and that the exchange of syringes and other supplies by postal mail will be subject to the requirements of federal law that otherwise apply to the shipment of materials of this nature by postal mail.
