SENATE ENVIRONMENT AND ENERGY COMMITTEE

STATEMENT TO

SENATE, No. 3667

with committee amendments

STATE OF NEW JERSEY

DATED:  MAY 11, 2021

The Senate Environment and Energy Committee favorably reports Senate Bill No. 3667 with committee amendments.

This bill, as amended, would codify in law certain State energy goals advanced for the years 2025 to 2035 in the 2019 New Jersey Energy Master Plan, prepared pursuant to section 12 of P.L.1977, c.146 (C.52:27F-14).  The bill would also direct the Board of Public Utilities, Department of the Treasury, New Jersey Transit Corporation, Port Authority of New York and New Jersey, Department of Community Affairs, Department of Transportation, and Department of Environmental Protection (DEP) to review current rules and regulations and notify the Legislature of any instances in which the existing statutory authority is insufficient to achieve the goals.  In addition, the bill would require the DEP to submit an annual report to the Legislature on the State's progress in meeting the goals.

The committee amendments to the bill would modify the goal related to energy storage systems in the State to include systems owned by private energy storage companies.
