SYNOPSIS

     Requires DMVA veterans’ facilities provide payroll-based journal information to NJ Long-Term Care Ombudsman.

An Act requiring veterans’ facilities operated by the Department of Military and Veterans’ Affairs to provide the New Jersey Long-Term Care Ombudsman with payroll-based journal information and supplementing P.L.1977, c.239 (C.52:27G-1 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  Notwithstanding the provisions of any law, rule, or regulation to the contrary, veterans’ facilities, as that term is defined in section 1 of P.L.1989, c.162 (C.38A:3-6.3), shall provide an annual report of such facilities’ payroll-based journal.  The Office of the State Long-Term Care Ombudsman shall establish and implement procedures for receiving, processing, and responding to such annual reports.

     b.    A veterans’ facility shall make an annual report to the Ombudsman on or before the last day of the State fiscal year and such additional reports as the Ombudsman may from time to time request.

     c.     As used in this section, “payroll-based journal” means an auditable and accessible database of staffing records.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires veterans’ facilities operated by the Department of Military and Veterans’ Affairs (DMVA) to provide payroll-based journal information to the New Jersey Long-Term Care Ombudsman.

     A payroll-based journal is an auditable and accessible database of staffing records.  DMVA veterans’ facilities would be required to provide an annual report to the Ombudsman on this journal.  The Ombudsman would establish and implement procedures for receiving, processing, and responding to the reports.  The reports would be due on or before the last day of the State fiscal year.  The Ombudsman would be permitted to request additional reports.
