STATEMENT TO

SENATE, No. 3909

with committee amendments

STATE OF NEW JERSEY

DATED:  JUNE 15, 2021

The Senate Military and Veterans Affairs Committee reports favorably and with committee amendments Senate Bill No. 3909.

As amended, this bill requires the Director of the Division of Veterans’ Healthcare Services in the Department of Military and Veterans’ Affairs to have prior work experience in a clinical or long-term care facility setting.

As used in the bill, “clinical” means directly pertaining to the observation, diagnosis, treatment, or rehabilitation of an individual in a hospital, long-term care facility, rehabilitation center, or other similar facility and not through research; and

“long-term care facility” means a nursing home, assisted living residence, comprehensive personal care home, residential health care facility, or dementia care home licensed pursuant to current law.

COMMITTEE AMENDMENTS

The committee amended the bill to update the name of the division, and remove reference to the director being an honorably discharged veteran to increase the pool of applicants for the position.
