     The Senate Higher Education Committee reports favorably Senate Bill No. 3931.

     This bill amends the effective date of the “New Jersey Fair Play Act,” which is an act that allows certain collegiate student-athletes to earn compensation for the use of their name, image, or likeness. 

     As originally enacted in September 2020, the provisions of the “New Jersey Fair Play Act” are effective immediately, but are not applicable until the fifth academic year following the date of enactment.  This effectively placed a five-year moratorium on collegiate student-athletes earning compensation for the use of their name, image, or likeness under the provisions of the act.

      This bill amends the effective date of the “New Jersey Fair Play Act” to provide that the provisions of the act take effect on July 1, 2021.
