SYNOPSIS
Exempts honorably discharged veterans from payment of passenger motor vehicle registration fee; requires notification of eligible motorists.

An Act concerning certain motor vehicle registration fee exemptions for certain veterans and supplementing Title 39 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The Chief Administrator of the New Jersey Motor Vehicle Commission shall not charge a fee for the registration of a motor vehicle of passenger type, which is not to be used for hire, and that is owned by any resident of this State, individually or jointly with a spouse, who is an honorably discharged veteran. The chief administrator, after consultation with the Adjutant General of the Department of Military and Veterans’ Affairs, shall determine the manner for application and the documentation that an honorably discharged veteran shall use to provide proof of eligibility for the registration fee exemption.
b. The Adjutant General of the Department of Military and Veterans’ Affairs, in consultation with the chief administrator, shall notify all eligible motorists of the availability of the registration fee exemption provided for pursuant to subsection a. of this section.
c. As used in this section, “honorably discharged veteran” means an individual who served on active duty in the Armed Forces of the United States, a Reserve component thereof, or the National Guard, who received an honorable discharge, and has received documentation that provides proof of the honorable discharge as determined by the Adjutant General of the Department of Military and Veterans’ Affairs.
2. This act shall take effect on the first day of the sixth month after enactment, but the Adjutant General of the Department of Military and Veterans’ Affairs and the Chief Administrator of the New Jersey Motor Vehicle Commission may take such administrative action in advance of that date as shall be necessary for the timely implementation of this act.
STATEMENT
This bill prohibits the Chief Administrator of the New Jersey Motor Vehicle Commission (chief administrator) from charging a fee for the registration of a motor vehicle of passenger type, which is not to be used for hire, that is owned by any resident of this State, individually or jointly with a spouse, who is an “honorably discharged” veteran as defined in the bill. The bill requires the chief administrator, after consultation with the Adjutant General of the Department of Military and Veterans’ Affairs (adjutant general), to determine the manner for application and the documentation that an honorably discharged veteran is to use to provide proof of eligibility for the registration fee exemption. The bill requires the adjutant general, in consultation with the chief administrator, to notify all eligible motorists of the availability of the fee exemption.
