SYNOPSIS

     Appropriates $37,174,636.71 from “New Jersey Library Construction Fund” to provide grants for construction, reconstruction, development, extension, improvement, and furnishing of New Jersey’s public libraries.

An Act appropriating $37,174,636.71 from the “New Jersey Library Construction Fund” to provide grants for the construction, reconstruction, development, extension, improvement, and furnishing of New Jersey’s public libraries.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  There is appropriated from the “New Jersey Library Construction Fund,” established pursuant to section 14 of P.L.2017, c.149, to the State Librarian the sum of $27,544,551 to provide large project grants for the construction, reconstruction, development, extension, improvement, and furnishing of New Jersey public libraries and $9,630,085.71 to provide small project grants for barrier-free improvements and repairs of New Jersey public libraries. 

     b.    Large project grants shall be awarded in the amounts as follows:

     (1)   $1,500,000 to the Edison Township Free Public Library in Edison Township, Middlesex County;

     (2)   $472,464 to the Highland Park Public Library in Highland Park, Middlesex County;

     (3)   $3,996,437.50 to the Hillside Public Library in Hillside, Union County;

     (4)   $3,100,000 to the Long Branch Public Library in Long Branch, Monmouth County;

     (5)   $700,088 to the Maywood Public Library in Maywood, Bergen County;

     (6)   $4,824,000 to the Ocean County Library in Manahawkin, Ocean County;

     (7)   $6,529,148 to the South Orange Public Library in South Orange, Essex County;

     (8)   $302,250 to the Trenton Free Public Library in Trenton, Mercer County;

     (9)   $3,236,586.50 to the Union City Public Library in Union City, Hudson County; and

     (10) $2,883,577 to the Free Public Library of the Borough of Woodland Park, Woodland Park, Passaic County.

     c.     Small project grants shall be awarded in the amounts as follows:

     (1)   $284,000 to the Atlantic City Free Library in Atlantic City, Atlantic County;

     (2)   $549,013.50 to the Atlantic County Egg Harbor Township Branch Library in Egg Harbor, Atlantic City;

     (3)   $920,661 to the Atlantic County Galloway Township Branch Library in Galloway Township, Atlantic County;

     (4)   $694,212 to the Atlantic County Library System in Mays Landing, Atlantic County;

     (5)   $150,000 to the Belleville Public Library in Belleville, Essex County;

     (6)   $95,042.50 to the Bernards Township Library in Bernards Township, Somerset County;

     (7)   $256,040.16 to the Bound Brook Memorial Library Branch of the Somerset County Library System in Bound Brook, Somerset County;

     (8)   $61,681 to the Chester Library in Chester Borough and Chester Township, Morris County;

     (9)   $228,750 to the Clark Public Library in Clark, Union County;

     (10) $189,150 to the Clifton Memorial Library in Clifton, Passaic County;

     (11) $98,725 to the Dixon Homestead Library in Dumont, Bergen County;

     (12) $234,813 to the Elizabeth Public Library in Elizabeth, Union County;

     (13) $96,250 to the Elizabeth Public Library in Elizabeth, Union County;

     (14) $165,750 to the Elizabeth Public Library in Elizabeth, Union County;

     (15) $155,400 to the Emerson Public Library in Emerson, Bergen County;

     (16) $70,000 to the Frenchtown Public Library in Frenchtown, Hunterdon County;

     (17) $913,974 to the Free Public Library of the Borough of Madison in the Borough of Madison, Morris County;

     (18) $500,000 to the Maurice M. Pine Public Library in Fair Lawn, Bergen County;

     (19) $1,764,447 to the Newark Public Library in Newark, Essex County;

     (20) $64,320 to the North Arlington Public Library in North Arlington, Bergen County;

     (21) $284,115.05 to the Nutley Free Public Library in Nutley, Essex County;

     (22) $566,153.50 to the Plainfield Public Library in Plainfield, Union County;

     (23) $172,500 to the South River Public Library in South River, Middlesex County;

     (24) $183,573 to the Summit Free Public Library in Summit, Union County;

     (25) $217,500 to the Tinton Falls Public Library in Tinton Falls, Monmouth County; and

     (26) $714,015 to the Weehawken Free Public Library in Weehawken, Hudson County.

     d.    In the event that any of the large project grants awarded pursuant to subsection b. of this section are unable to proceed, thereby resulting in such appropriated monies being available for other projects, including through non-acceptance of a grant award, such funds are hereby appropriated to award large project grants in the amounts and in such order as follows:

     (1)   $2,450,000 to the Library of the Chathams in Chatham Borough and Chatham Township, Morris County;

     (2)   $247,361 to the Glen Ridge Library in Glen Ridge, Essex County;

     (3)   $1,622,900 to the Metuchen Public Library in Metuchen, Middlesex County;

     (4)   $1,426,673 to the Newark Public Library in Newark, Essex County; and

     (5)   $1,046,000 to the Rahway Public Library in Rahway, Union County.

 

     2.    There is appropriated from the “New Jersey Library Construction Fund” to the New Jersey Educational Facilities Authority the sum of $375,000 for the administrative costs of the authority in implementing the provisions of the “New Jersey Library Construction Bond Act,” P.L.2017, c.149.

 

     3.    The expenditure of sums appropriated by this act shall be subject to the provisions and conditions of the “New Jersey Library Construction Bond Act,” P.L.2017, 149.

 

     4.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill appropriates a total of $37,174,636.71 from the “New Jersey Library Construction Fund.”  Under the bill, $27,544,551 is appropriated to the State Librarian for the purpose of providing large project grants for the construction, reconstruction, development, extension, improvement, and furnishing of New Jersey public libraries, and $9,630,085.71 is appropriated to provide small project grants for barrier-free improvements and repairs of New Jersey public libraries.  In the event that any of the large project grants appropriated under the bill are unable to proceed, resulting in monies being available for other projects, the bill stipulates that those funds are to be appropriated to certain alternative large projects in an order specified in the bill.  The bill also appropriates $375,000 to the New Jersey Educational Facilities Authority for the administration of the “New Jersey Library Construction Bond Act.”
