      The Assembly Insurance Committee reports favorably and with committee amendments Assembly Bill No. 118 .

      As amended by the committee, this bill requires the National Association of Insurance Commissioners (NAIC) insurance company code and the motor vehicle insurance policy number of a registered automobile or motorcycle to be recorded on the electronic data base maintained by the Division of Motor Vehicles. The bill also requires the NAIC insurance company code to be printed on the registration certificate at such time as the certificate is redesigned or reformatted.

      The bill permits law enforcement agencies, the New Jersey Division of Insurance Fraud Prevention, and special investigation units established by insurance companies under fraud and theft prevention plans which have been filed with and approved by the Commissioner of Insurance pursuant to law, to have on-line access to a data base of standard motor vehicle information, including insurance company information, which is maintained by the Division of Motor Vehicles.

      The committee amended the bill to provide that the NAIC insurance company code would not be deemed to be a public record subject to disclosure pursuant to section 2 of P.L.1963, c.73 (C.47:1A-2), commonly known as the "Right to Know Law."

      This bill was pre-filed for introduction in the 1996 session pending technical review. As reported, the bill includes the changes required by technical review which has been performed.
