An Act concerning teaching certificates and supplementing chapter 26 of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The State Board of Examiners shall review the standards for teaching certificates adopted by the National Board for Professional Teaching Standards. In those cases in which the standards required by the national board for a certificate meet or exceed the requirements of the State board for that certificate or endorsement, the State board shall, upon request, issue a certificate or endorsement to a person who holds a certificate issued by another state and a certificate issued by the national board.
2. This act shall take effect immediately.
STATEMENT
This bill requires the State Board of Examiners to review the standards for teaching certificates adopted by the National Board for Professional Teaching Standards. In those cases in which the standards required by the national board for a certificate meet or exceed the requirements of the State board for that certificate or endorsement, the State board would, upon request, issue a certificate or endorsement to a person who holds a certificate issued by another state and a certificate issued by the national board.
The National Board for Professional Teaching Standards recently certified its first 81 teachers from 23 states, among whom were three teachers from New Jersey. A teacher may receive one of 30 different professional certificates from the national board after undergoing a rigorous one-year application and testing process. This bill will permit the waiver of New Jersey certification for teachers who have
certification from another state and a certificate from the national board.
