An Act concerning special license plates and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. As used in this act, "revenue" means all initial and annual fees required by law for the issuance or renewal of a special license plate.

    b. Notwithstanding the provisions of any other law or regulation to the contrary, revenues derived from the issuance of special license plates authorized by law after the effective date of this act shall be deposited into the General Fund for general State use and to reimburse the actual costs incurred in producing and issuing the plates.

    c. In addition to the fees otherwise prescribed by law for the registration of motor vehicles, the director shall collect an application fee of not less than $50 and an annual renewal fee of not less than $10 for any special license plate issued pursuant to law after the effective date of this act.

 

    2. The director shall prepare a poster presenting information on special license plates available for sale to the public. The posters shall be displayed in each motor vehicle agency. In addition, the director shall develop and disseminate to the public a pamphlet that depicts special license plates available for sale.

 

    3. This act shall take effect immediately.

 

 

STATEMENT

 

    This bill directs that revenues derived from the issuance of new special license plates authorized by law be deposited into the General Fund. These revenues would be available for general State use and to reimburse the Division of Motor Vehicles for actual costs incurred to produce and issue the plates. The provisions of this bill do not apply to special license plates created by law prior to its effective date. Motor vehicle owners and lessees would be able to obtain these special license plates for an application fee of not less than $50 and an annual renewal fee of not less than $10, in addition to the registration fees otherwise prescribed by law. The bill also directs the division to prepare a poster presenting information on special license plates available for sale to the public. These posters would be displayed in motor vehicle agencies. The division is also directed to prepare and disseminate to the public a pamphlet that depicts special license plates available for sale.

 

 

 

Directs proceeds from future special license plates to General Fund, requires DMV to publicize plates.
