      Assembly Committee Substitute for Assembly Bill No. 217 of 1996 amends the procurement procedures used by the Department of Transportation (DOT) for design, construction, and other services necessary for the construction of transportation projects and transportation-related facilities.

      The Office of Legislative Services (OLS) notes that the intent of the committee substitute bill is to allow DOT to take advantage of savings that would accrue to the department if it were permitted to award a single contract for both the design and construction of transportation projects and facilities. The combined contract, known as "design/build," can reduce the amount of time needed to complete a project or facility, and consequently, the cost to the State.

      However, any savings attributable to this committee substitute bill would only benefit the Transportation Trust Fund, the fund used to finance the transportation capital program.

      The legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
