An Act requiring the Commissioner of Community Affairs to establish a Hispanic Employment Promotion Project and making an appropriation therefor.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. Not later than the 45th day following the effective date of this act, the Commissioner of Community Affairs shall contract with a Statewide nonprofit group representing the Hispanic population in this State to provide the following services, to be known as the Hispanic Employment Promotion Project, to Hispanic individuals in urban and rural areas throughout the State where high levels of unemployment persist:

    a. Dissemination of information about: (1) the educational, employment and job training services of the department and other State departments and agencies; (2) programs and services of State departments and agencies that provide assistance to working individuals with incomes at or near the applicable poverty level; and (3) public transportation to areas where employment opportunities are available; and

    b. Assistance to Hispanic individuals in understanding work activities, working conditions, job requirements, educational needs, earnings, advancement potential and the job outlook in New Jersey that have been associated with various occupations.

    The award of the contract shall be subject to the approval of both the Commissioner of Labor and the Commissioner of Community Affairs.

 

    2. There is appropriated from the General Fund to the Department of Community Affairs $90,000 for the purpose of implementing the provisions of this act.

 

    3. This act shall take effect immediately, and shall expire on the first day of the fifteenth month following enactment.

STATEMENT

 

    This bill requires the Commissioner of Community Affairs to establish a Hispanic Employment Promotion Project for the purpose of improving the employment opportunities available to Hispanic residents of the State. The commissioner is required to contract with a Statewide nonprofit group representing the Hispanic population in this State.

    The group under contract with the department will provide the following services:

    1. Dissemination of information about employment and job training services; programs and services that offer assistance to working individuals with incomes at or near the applicable poverty level, and public transportation to areas where employment opportunities are available; and

    2. Assistance to Hispanic individuals in understanding the current job market.

    The bill requires that the award of the contract be subject to the approval of both the Commissioner of Labor and the Commissioner of Community Affairs.

    The bill appropriates $90,000 from the General Fund to the Department of Community Affairs. In addition, this act would be temporary; it takes effect immediately upon enactment and expires after fifteen months.
