      Assembly Bill No. 348 of 1996 directs the Administrative Office of the Courts, in consultation with the State IV-D agency, to establish a child support arrearage payment schedule which would allow probation departments to collect the entire amount of child support due to a custodial parent before their youngest child reaches the age of majority. Under the current payment schedule, many support obligations are not paid in their entirety until long after the children are emancipated.

      The Administrative Office of the Courts (AOC) states that there is no potential revenue to be gained for the State as a result of this bill. The only revenue to be gained would be the potential increase in the amount of incentive payments as a result of an increase in arrearage collections. However, the incentive payments are retained by the county and are not passed on to the State Treasury. Therefore, there would be no significant impact on either State costs or revenues.
