      This amendment adds a new subsection to N.J.S.A.2C:39-14 to provide that any person who teaches a student enrolled in a public or private elementary or secondary school how to construct a destructive device is guilty of a crime of the fourth degree. The bill in its present form imposes a similar penalty on any teaching staff member who uses any visual aid or instructs any student on the methods used to make any destructive device. This amendment will extend such a prohibition to all persons, not just teaching staff members.
