      Assembly Bill No. 382 of 1996 provides an exemption for veterans and persons who meet the disability requirements of the Pharmaceutical Assistance to the Aged and Disabled program to the $5.00 application fee for filing for an open competitive civil service examination.

      The Office of Legislative Services notes that based on information provided by the Department of Personnel on similar legislation (A1133 of 1994), from July 1, 1992 through March 19, 1993, 7,197 notifications for open competitive examinations were sent to applicants who identified themselves as veterans. The department noted that if A1133 of 1994 had been effective during that nine-month period, exemptions for veterans would have resulted in a reduction of $35,985 in fees. The department noted that it was unable to estimate the loss of revenue from persons who qualify under the Pharmaceutical Assistance to the Aged and Disabled program who apply for open competitive examinations. The department further noted that it would incur additional one-time costs estimated at $10,000 due to the need to revise the open competitive application and instructions for filing, revise the special notice describing the application fee, print and distribute the new applications and notify all State and local government agencies of the change.

      The Office of Legislative Services concurred with the department's estimate.
