    2. This act shall take effect immediately.

STATEMENT

The bill appropriates $1,600,000 in Capital Construction funds to the Palisades Interstate Park Commission, through the Department of Environmental Protection, to rehabilitate the Ross Dock Picnic Area, a popular picnic and outdoor recreation site on the western shore of the Hudson River. The site, which is owned and operated by the Palisades Interstate Park Commission, has longstanding maintenance problems that can no longer be deferred. The appropriated amount would be used primarily to repair or rehabilitate the facility's crumbling seawall, failing septic system, severe drainage problems, and significant vegetative decline. The commission believes that without such repairs, the site will probably be closed down next year.
