      Assembly Bill, No. 483 (1R) of 1996 would grant discretionary authority to the Department of the Treasury, in conjunction with other Executive agencies, to undertake a program to encourage and facilitate the use of alternative fuel vehicles in the State. The Treasury would be able to establish alternative fuel refueling facilities in any manner deemed appropriate. Also, the Treasury would be permitted to enter into agreements with any federal agency, local units of government or private entities to permit the use of any State developed alternative fuel refueling facility or a privately owned motor fuel station providing alternative fuels. The Executive would be required to submit to the Legislature a progress report on the implementation of the bill within 18 months following its enactment.

      The Office of Legislative Services (OLS) comments that the bill is permissive in that it allows the Executive to take any action it deems appropriate concerning alternative fuels and alternative fuels refueling facilities. Any cost to the State will depend upon discretionary actions that may be undertaken. Consequently, OLS is unable to estimate the cost, if any, that would be associated with the bill. It is likely any programmatic cost that would develop would be included in the regular State Budget process in any future years.
