      Assembly Bill No. 484 (1R) of 1996 permits the Director of the Division of Motor Vehicles (DMV) to issue special "Emergency Management" license plates to volunteer members of a county or municipal Office of Emergency Management (OEM). The fee for the plates would be $25.

      Based on information provided to the Office of Legislative Services by the State Office of Emergency Management, there are approximately 600 local OEMs. If it were assumed that each office has about 10 volunteers, some 6,000 people would be eligible for the special plates. In turn, an estimated $150,000 in revenue could be generated annually. Regarding offsetting expenses, DMV previously estimated that special license plate costs include about $41,000 for reprogramming agency and revenue automated systems, and for one-time die costs. Variable costs would be about $8 for the issuance of each set of special plates.

 

      The legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
